Experience: Law Clerk to Hon. Roger Vinson , U.S. Dist. Ct., N.D. Fla., 1989-1991;  Attorney, Civil Rights Division, U.S. Dept. of Justice, 1991- 2000; U.S. Attorney's Office. E.D. Va., 1999-2000.

Admitted: Virginia, District of Columbia. 

Achievements/Publications: Professor Mulroy has published articles in the Harvard Civil Rights-Civil Liberties L. Rev., North Carolina L. Rev., Univ. of Kentucky L. Rev., George Mason L. Rev., and other journals on voting rights and separation of powers issues.
